Prof Dong Sun, plans to introduce critical facility protection legislation next year

On October 27th, Prof Dong Sun, the Secretary for Innovation, Technology and Industry Government of the Hong Kong Special Administrative Region, was asked about the spate of cyber incidents involving government departments or public organizations, he said that the authorities were very concerned about the recent cyber incidents and considered that the community had sounded the alarm, and stressed the need for the whole community to strengthen protective measures. Next year, legislation will be introduced to protect critical facilities, with a focus on cyber security, led by the Security Bureau with the full co-operation of the Innovation and Technology Bureau.

In the 2023 Policy Address, a 10 billion "New Industries Acceleration Programme" was proposed to attract enterprises in advanced manufacturing and specific sectors to invest in Hong Kong. Prof Dong Sun pointed out that this plan demonstrates the government's proactive, determined, and courageous approach, and stated that the authorities expect to provide subsidies of up to 200 million to each enterprise to support 50 to 100 companies.

Regarding the facilitation of cross-border data flows, Mr. Tony Wong, the Government Chief Information Officer, expressed the intention to promote data mobility within the Greater Bay Area through pilot trials in sectors such as finance and healthcare. Additionally, the Industrial Bureau plans to repurpose two hectares of land in North District's Sandy Ridge for innovation and technology-related uses, with one feasible option being the development of data centers. However, detailed research, planning modifications, and approximately one year's time will be required for this project.


Moving forward, the Hong Kong China Network Security Association (HKCNSA) will continue to monitor new technologies, trends, and threats in the field of cybersecurity. It aims to actively address various security challenges, promote collaboration and exchanges among different parties, and work together to tackle cybersecurity threats, ultimately creating a secure, stable, and prosperous digital world.
