Hong Kong China Network Security Association Welcomes the Chief Executive’s 2024 Policy Address



On October 16, 2024, Mr. John Lee, the Chief Executive of Hong Kong, delivered the new Policy Address, emphasizing the strengthening of government systems, promoting digital transformation in public services, and bolstering the security of computer systems of critical infrastructure. This reflects the Hong Kong government’s determination and concrete actions in advancing digital transformation and enhancing cybersecurity. The Hong Kong China Network Security Association (HKCNSA) welcomes the new Policy Address and will fully support the Hong Kong government’s policies.

 

The Association is pleased to note that the Digital Policy Office (DPO) will endeavor to fortify the information systems of the government and public organizations. The DPO will also spearhead the pilot use of a locally developed generative artificial intelligence (AI) document processing copilot application in government departments. About 20 digital government and smart city initiatives will also be launched this year, including using blockchain technology for issuing electronic certificates for designated civil service examinations and electronic licensing by the Fire Services Department, as well as the use of AI for handling public inquiries. These measures will enhance the efficiency of government departments, promote the implementation of digital government and smart city initiatives, and significantly improve the digitalization of public services while posing higher demands on cybersecurity. The Association will actively cooperate with the government to strengthen cybersecurity measures, ensuring the continuity and reliability of public services, and providing a safer and more efficient service environment for citizens.

 

The Policy Address also mentions that the government will require critical infrastructure operators to undertake obligations to protect their computer systems, so as to reinforce their resilience against cybersecurity challenges. A bill will be introduced later this year. Earlier, the Association submitted industry feedback collected by the Association to the Hong Kong Security Bureau regarding the Legislative Council’s recently released “Proposed Legislative Framework for Enhancing the Protection of Critical Infrastructure Computer System Security.” In September, the Association held a related discussion focusing on the first cybersecurity law concerning critical infrastructure. In the future, the Association will continue to focus on the cybersecurity of Hong Kong’s critical infrastructure, reducing the risk of disruption or damage to essential services caused by cyberattacks, and improving the overall security level of Hong Kong’s computer systems.

 

The HKCNSA sincerely thanks the Chief Executive for his high regard for Hong Kong’s digital progress and cybersecurity development, as well as his determination to maintain the safety and stability of cyberspace. The Association will continue to fully support the SAR government’s various policy initiatives, particularly in the strategic planning and specific measures in the field of cybersecurity and information technology. We look forward to witnessing and sharing the fruitful results of Hong Kong’s development with the citizens of Hong Kong.
