On the afternoon of September 11, the CCS2024Hong Kong/Macau/Chengdu Cybersecurity Technology Exchange Event (part of the CCS2024 Chengdu Cybersecurity Series) was grandly held at the Chengdu Co-Innovation and Cooperation Center. The Hong Kong China Network Security Association was honored to co-organize this event. The event invited industry experts from Hong Kong, Macau, and Chengdu to give keynote speeches, focusing on the integration of “industry, academia, research, application, and management” to discuss innovative concepts in cybersecurity technology, collaborative industry development, and talent ecosystem cooperation.
Mr. David Ip, the founding chairman of the HKCNSA, and Mr. Michael Cheung, the vice president, were invited as guest from Hong Kong. Leveraging the associations deep insights and rich practical experience in the field of cybersecurity, they provided an in-depth analysis of the challenges and opportunities faced by the industry based on the current development status of HK’s cybersecurity industry and forecasted future development trends.
Mr. David Ip’ s speech, titled “The Ecosystem of HK’s Cybersecurity Market,” first analyzed the current situation of HK’s cybersecurity industry. He pointed out that as a global financial center, HK’s cybersecurity market has been rapidly developing in recent years, showing a thriving trend. With the continuous advancement of digital transformation, more and more enterprises and institutions regard cybersecurity as a core competitiveness.
David highlighted that HK’s cybersecurity industry has significant development opportunities in digital economy development, technological innovation, talent cultivation, and international cooperation. He identified five major future development trends: cloud security, artificial intelligence and machine learning, Internet of Things (IoT) security, data security and privacy protection, and cybersecurity insurance. However, opportunities often come with challenges. He mentioned that Hong Kong currently faces severe challenges such as an increase in attack incidents, a shortage of cybersecurity talent, insufficient cybersecurity awareness, and an imperfect legal and regulatory system. To address these issues, the association will continue to closely cooperate with various departments in Hong Kong to jointly promote the improvement of HK’s cybersecurity development path.

Vice President Mr. Michael Cheung focused on the topic “Opportunities and Challenges in HK’s Cybersecurity Development.” He began by introducing the recent "Legislative Framework for Strengthening the Protection of Critical Infrastructure Computer Systems" released by the Hong Kong Legislative Council, explaining the legislative purpose, the definition of critical infrastructure, major offenses and penalties, and statutory responsibilities. This provided mainland industry experts with a deeper understanding of the current state of HK’s cybersecurity development through the new legislation.
He then pointed out the current challenges faced by HK’s cybersecurity, including uneven resource allocation, weak public cybersecurity awareness, and a significant talent gap. He proposed strengthening cooperation and exchange in talent cultivation and youth development, policy standards and technical exchanges, and the promotion of cybersecurity products and services to address HK’s cybersecurity difficulties.

The event also featured a panel discussion session where association representatives and numerous cybersecurity industry experts and scholars gathered to discuss the current bottlenecks in cybersecurity in Hong Kong, Macau, and Chengdu, the development differences among the three regions, and future cooperation directions. This not only deepened the mutual understanding and cooperation between the association and the cybersecurity fields in Chengdu and Macau but also had significant implications for promoting the development of the national cybersecurity industry.
Cybersecurity for the People, Cybersecurity relies on the People. Maintaining cybersecurity is a shared responsibility of the whole society, requiring the participation of the government, enterprises, social organizations, and the general public. In the future, the HKCNSA will take this event as an opportunity to further consolidate and deepen the cooperation mechanism with the mainland and Macau in the field of cybersecurity. The association will continue to play the role of a communication platform in the field of cybersecurity, actively promoting the innovation and integration of cybersecurity technologies and resource sharing across regions to jointly address increasingly complex cybersecurity threats and contribute to building a safer and more trustworthy cyberspace.
