HKCNSA Supports 2023 Policy Address for a Secure and Stable Online Environment


On October 25th, Mr. John Lee, the Chief Executive of Hong Kong, delivered the 2023 Policy Address in the Legislative Council. The theme of the address was "A Vibrant Economy for a Caring Community". It proposed a series of measures to enhance economic vitality, create opportunities, and ensure long-term prosperity and stability in Hong Kong under the principle of "One Country, Two Systems".

Mr. David Ip, the Founding chairman of the Hong Kong China Network Security Association (HKCNSA), responded to the policy address by addressing cybersecurity issues. The association aims to establish a collaborative platform connecting Mainland China, Hong Kong, and Macau in terms of network security. It also seeks to promote the development of the network security industry and provide a platform for industry development through communication, cooperation, and sharing of industry experiences. The association will undertake the responsibility of promoting social and economic development, stability, and prosperity. It will collaborate with government departments to promote the formulation and implementation of network security laws and industry standards, creating a favorable environment for the development of the network security industry and talent training.

Mr. John Lee emphasized the importance of safeguarding national security, network security, and promoting patriotic education in the Policy Address. He mentioned that in accordance with the Basic Law and the National Security Law in Hong Kong, the SAR government will spare no effort in advancing legislation to safeguard national security, improving relevant legal systems and enforcement mechanisms. Additionally, the government will strengthen the protection of critical infrastructure in terms of network security, including energy, communications, transportation, and financial institutions. It plans to submit a network security legislation proposal to the Legislative Council in 2024. Furthermore, to establish a core value system centered around patriotism and love for Hong Kong, the government will promote patriotic education, enhance citizens' identification with the country and excellent traditional Chinese culture, and incorporate patriotic education into the national education system.


In the future, the HKCNSA will fully cooperate with government policies, leverage its professional advantages, provide appropriate support and assistance for relevant network security regulations, promote the development of the network security industry, and work together to build a secure and stable online environment.
