On October 26, the Hong Kong China Network Security Association (HKCNSA) organized a member event to visit the Legislative Council of Hong Kong and met with Legislative Council Member Technology & Innovation Constituency, Hon. Mr. Duncan Chiu, to discuss the development of the network security industry and legislation in Hong Kong.

The event was led by the founding chairman of the HKCNSA, Mr. David Ip, and attended by a number of network security experts from various vendors, distributors and enterprises. During the meeting, the Vice President of HKCNSA and director of Datacenter Solutions of Huawei Hong Kong, Mr. Joe Yip, introduced the background of the association's establishment and emphasized its commitment to helping member companies expand their network security markets in mainland China, Hong Kong, and Macau. The association also aims to assist local Hong Kong and Macau network security companies in adapting to relevant Chinese policies and jointly formulating recognition mechanisms for the local network security industry.

Duncan expressed his support for the establishment and vision of the HKCNSA. He noted that the demand for network security is increasing in various industries, and mainland Chinese network security vendors and solutions will play an increasingly important role. The association provides a communication platform for mainland vendors and local network security personnel in Hong Kong, which will help mainland vendors further establish themselves in Hong Kong. Regarding the formulation of Hong Kong network security standards, Duncan pointed out that the Chief Executive's Policy Address in 2023 mentioned that the government will focus on enhancing the protection of critical infrastructure, including energy, communications, transportation, and financial institutions, in terms of network security. The legislative process will need to fully consider and reference the industry's professional suggestions provided by association members.
Duncan emphasized that Hong Kong should maintain its "one country, two systems" and international advantages in the development of the network security industry. He also noted that Hong Kong should adhere to the principle of shared prosperity and balance the standards for different trends such as network security, software, blockchain, artificial intelligence, and green technology with stakeholders from mainland China and overseas. On the premise of ensuring sufficient data privacy protection in core operations, introducing vendors and network security legislation will highlight Hong Kong's unique international and inclusive characteristics.

Duncan hopes that the HKCNSA can make outstanding contributions to the information technology industry in Hong Kong in formulating network security standards, network security legislation, and network security talent cultivation. During the meeting, association members, including Mr. Gu Weiqun, the network security expert from Ant Financial, Mr. Wilson Tang, Co-Owner & CISO of HKBN, and Mr. Kalvin Lam, principal consultant of Infocean Technology, discussed professional topics such as Hong Kong's digital transformation, recent network security incidents, and network security industry service standards with Duncan.

Through this member visit, the participants had the opportunity to visit the Legislative Council and meet with Hon Duncan Chiu from the Legislative Council.
