On February 19, 2025, the Hong Kong China Network Security Association (HKCNSA) successfully held the "2025 Hong Kong CIO Luncheon" at the Nanhai No. 2 Banquet Hall. The event centered around the new critical infrastructure regulations set to be implemented by the Hong Kong government in 2026, bringing together industry experts and corporate leaders from core sectors such as telecommunications, transportation, and banking. They discussed the latest trends, technologies, and compliance strategies for safeguarding Hong Kong's critical infrastructure, aiming to empower enterprises to effectively address escalating cybersecurity challenges.

The event commenced with a welcome address by Mr. David Ip, Founding Chairman of HKCNSA. Mr. Ip extended heartfelt gratitude to all sponsoring organizations and attendees, emphasizing that critical infrastructure serves as the backbone of societal operations, with its security directly impacting public welfare and economic stability. He urged the industry to strengthen cross-sector collaboration and contribute collective expertise to elevate protection standards for critical infrastructure.

Mr. Samuel Chen, Co-Founder and Chief Technology Officer of SkyGuard, delivered a keynote speech titled "Comparing China and US Cyber Security Industries." Mr. Chen provided a comparative analysis of cybersecurity technology evolution between China and the US, highlighting SkyGuard’s advancements in integrating pre-trained Large Language Models (LLMs) and Transformer-based AI to deliver intelligent, efficient security solutions. He showcased SkyGuard’s latest innovations in data security (DLP), cloud security (CASB), and threat detection (ASWG), supported by real-world case studies demonstrating their efficacy in mitigating advanced persistent threats (APTs).

The subsequent panel discussion, moderated by Mr. David Ip, featured Vice Presidents Mr. Wilson Tang and Ms. Chandy Ye, along with Mr. Frankie Wong, Senior Manager of Cyber Intelligence at CLP Holdings Limited. They engaged in an in-depth discussion on "How to Balance Cyber Investment vs. Risk in the Current Economic Climate and Meet Future Law Requirements."The discussion began with an interpretation of the penalties under the new regulations in 2026. Ms. Chandy Ye introduced the upcoming "Critical Infrastructures Bill" and the financial consequences of non-compliance, exploring the technical challenges in meeting legal requirements. Mr. Wilson Tang shared his views on the use of third-party service providers by CIOs and how to comply with the law. Mr. Frankie Wong emphasized the importance of making wise choices between investing in people or technology. The discussion provided new insights for enterprises on how to balance cybersecurity investment and risk management in the current economic environment and prepare for future regulatory requirements.
